Museveni Splurges Billions on Slum Youth Cash Craze

The leader of Uganda, President Museveni, gave money to help young people who live in poor parts of Kampala city. He shared 2.8 billion shillings with different groups. These groups save money together and help each other start small businesses.

Last Thursday, he visited several areas and handed out the money. The young people in Nakulabye received 1.3 billion shillings. Another group in Katanga got 500 million shillings. The city council members also received 500 million shillings for their money-saving group.

A police leader named Brig Gen Chris Damulira helps run this program. He wants to improve the lives of young people and stop crime in these areas. The police say the program works well. They have seen less crime since they started giving money to help young people start businesses.

Over the past two years, President Museveni has given 7 billion shillings to help young people in poor areas. He has given money to many groups, such as the Kawempe North group and the Masajja Para Zone group, which each received money to help its members.

Some people think this plan needs work. They say the money doesn't help as much as it should. John Kikonyogo says hungry people cannot start businesses because they need food first. Siraje Kifampa wants the groups to show how they use the money. He worries that only a few people in each group benefit from these gifts.

There have been problems with some groups. A group called Al-Qaeda caused trouble and hurt people in Kibuli. The police had to stop them. Many people think the government should create more jobs instead of just giving money. They believe this would help young people make better lives for themselves.
