PLE cheating scandal erupts as arrests hit schools

Authorities detained multiple educators and examination supervisors after discovering cheating schemes across several districts as more than 800,000 students began Uganda's Primary Leaving Examinations. The Uganda National Examinations Board confirmed seven major incidents involving bribery and smuggling unauthorized materials when tests started. Officials said some schools apparently shifted tactics toward compromising examination monitors after tighter measures reduced advance leaks of test content.

Police arrested four individuals at Hillside Junior School in Kampala's Kisugu area when photocopied answer sheets for Social Studies surfaced inside a testing room. Students from a neighboring Islamic academy admitted to receiving help during the morning mathematics section. Kaliro district saw seven detentions after pupils at Bundini Boys primary acknowledged getting assistance, while teachers disguised as kitchen staff hid answer keys in restroom sanitary products at Busalu primary in Bundibugyo district. A school director in Lira faced arrest for allegedly offering payment to permit outside help for test takers.

Board officials noted that invigilators earn just 40,000 shillings despite some institutions offering millions to enable fraud. Spokesperson Jennifer Kalule said prosecutions await those confirmed guilty as security efforts continue to protect examination credibility.
