RBZ promises better service in new 5-year charter

The Reserve Bank of Zimbabwe released a five-year service charter on an unspecified date in August 2025, establishing performance standards for interactions with government agencies, financial institutions, and citizens. Governor J. Mushayavanhu stated the plan reflects the institution's commitment to quality service through experienced personnel. The framework defines response times for correspondence, application processing periods, and system reliability targets across multiple departments.

The central bank structured the charter around six organizational values represented by the acronym MISTIC, which stands for Mutual-Respect and Teamwork, Integrity, Sustainability, Transparency, Innovativeness, and Commitment. Officials described the document as supporting macroeconomic stability objectives aligned with Vision 2030 and the National Development Strategy. The charter establishes a formal complaint resolution process with escalation procedures, ranging from the Director of Corporate Affairs to Deputy Governors and ultimately to the Governor's office.

The Reserve Bank will conduct annual reviews of the charter through 2029 to incorporate stakeholder feedback and operational changes. The institution commits to 48-hour response times for gubernatorial correspondence, 60-day processing periods for certain licensing applications, and 95% uptime for national payment systems. The service standards initiative runs in parallel with other Reserve Bank projects, such as a public survey on the Zimbabwean gold currency, which continues through December 2025.
