Teachers assigned to examination classes barred from transfers to ensure continuity, says Minister Moyo

Zimbabwe's education ministry has implemented restrictions preventing teachers from transferring during academic years when they oversee examination classes. Minister Torerayi Moyo announced the policy after receiving numerous transfer requests from educators seeking relocation from rural to urban districts. The ministry determined that student continuity requires consistent instruction throughout Grade Seven, Ordinary Level, and Advanced Level programs. Transfer applications will be processed during the third term to prepare for subsequent academic years. Medical circumstances represent the sole exception allowing mid-year relocations for examination class instructors.

The government established bonding agreements for newly recruited teachers to address staffing challenges in remote areas. Disadvantaged districts may require five-year service commitments before processing transfer requests from first-time ministry employees. This mechanism aims to stabilize educator placement in regions where recruiting qualified teachers proves difficult. The policy addresses concerns about lengthy replacement periods that leave students without proper instruction. Rural schools benefit from improved teaching consistency through these administrative measures.
