Uganda probes illegal fees and delays in the digital plate system

Uganda's transport ministry has launched inquiries after motorists complained about unauthorized payments and processing holdups linked to new digital license plate requirements. Permanent Secretary Bageya Waiswa apologized for service disruptions while warning that personnel demanding bribes or circumventing protocols will face consequences through administrative and criminal channels.

Official pricing structures set first-time registration at 714,300 Ugandan shillings for both cars and motorcycles, with conversion from legacy formats costing 150,000 shillings for automobiles and 50,000 shillings for two-wheelers. Waiswa directed citizens to reject demands for facilitation payments and report violations to his office, police authorities, or the Inspector General of Government, while encouraging direct dealings with the vehicle registration bureau at Uganda Revenue Authority headquarters in Nakawa to bypass intermediaries.

Ministry officials introduced a dashboard monitoring system allowing owners to track application progress and identify which department handles their requests, aiming to reduce procedural obstacles and enhance accountability throughout the digital transition process.
