UPDF and police deny holding Sam Mugumya as activists protest

Uganda's military and police forces have denied holding opposition activist Sam Mugumya after his alleged abduction in Mbarara last month. Lt. Col. Edgar Musasizi from the Ministry of Defence submitted court documents stating comprehensive searches of all detention centers yielded no evidence of Mugumya's presence. The sworn affidavit confirmed no detention records exist for the period between August 26, 2025, and the current date. Police authorities similarly reported that Mugumya remains absent from all their facilities. Security agencies maintain complete ignorance regarding his current location.

Human rights advocates reject these official denials and assert that plainclothes operatives seized Mugumya on August 26. The missing man serves as a longtime political associate of opposition leader Dr. Kizza Besigye and previously faced detention in the Democratic Republic of Congo on rebellion allegations before returning to Uganda in 2022. Opposition groups have renewed demands for ending what they characterize as systematic disappearances of government critics. Family attorneys continue pursuing habeas corpus proceedings while demanding authorities produce Mugumya through legal channels.
