US slaps $1 million H-1B fee, TCS and Infosys just shrug

Research firm Crisil Intelligence projects Indian IT services companies will absorb minimal impact from America's new $1 million H1B visa fee. Operating margins face reduction of just 10 to 20 basis points during the next fiscal year. Companies plan to transfer 30 to 70 percent of additional expenses directly to customers. The directive takes effect September 21, 2025, but excludes current visa holders and renewal applications.

Major Indian technology firms have steadily reduced their dependence on H1B workers through offshore expansion and local hiring strategies. Employment data shows TCS, Infosys, Wipro, and HCL Technologies decreased their H1B workforce from 34,507 to 17,997 between 2017 and 2025. These top-tier companies generate 96 percent of revenues from international markets, with American clients representing 53 percent of total earnings.
