"Soundcloud rapper" it's just a description used by people to make reference to upcoming Hip Hop rappers who haven't yet reached the mainstream music market and have a habit to upload their singles and mixtapes to online music streaming platforms so that they can expand their market.

But isn't YouTube more popular than Soundcloud? Doesn't it make more sense for mumble rappers to just upload their music on YouTube more than they upload it on Soundcloud?

Yes, YouTube gets a LOT of traffic but if you are an upcoming mumble rapper it's just better to be everywhere so that people can get access to your music and discover that you actually exist as an artist.
