Zhipu AI Partners with Gulf States to Build Sovereign AI Infrastructure

Chinese AI company Zhipu AI has formed partnerships with several Middle Eastern countries to build artificial intelligence systems. The startup works with governments to create AI infrastructure that stays within their borders. Zhipu AI teams up with Huawei to deliver private computer systems and AI models to government agencies. The company developed an AI agent called AutoGLM Rumination that competes with major AI tools for web tasks and complex reasoning. This expansion puts Zhipu AI ahead of competitors like DeepSeek for government AI contracts.

The Chinese firm raised over $1.4 billion from government-backed investors and secured $400 million from Saudi Arabia's Prosperity7 Ventures. Zhipu AI has built partnerships with Gulf states, Malaysia and Singapore for AI development projects. The company focuses on sovereign AI, which means countries control their own AI systems rather than relying on foreign technology. These deals help China expand its AI influence despite U.S. export restrictions under President Trump. OpenAI considers Zhipu AI a major player for government AI contracts worldwide.

The competition creates challenges for American AI leadership as China gains ground through strategic partnerships. President Trump imposed export controls to limit Chinese AI capabilities, but companies like Zhipu AI continue advancing through international collaborations. The Middle East has become a key region for both countries to establish AI dominance. Zhipu AI's government partnerships demonstrate China's commitment to competing with U.S. AI companies for global market share.
