Zimbabwe introduces Mines and Minerals Bill to overhaul mining laws and boost transparency

Zimbabwe prepares to enact comprehensive mining legislation that replaces outdated 1961 regulations with modern governance frameworks. The new Mines and Minerals Bill targets enhanced transparency and improved economic returns from mineral extraction activities. Mining contributes over sixty percent of national export revenues while employing hundreds of thousands of workers across the country. Parliament received the 396-page proposal after President Mnangagwa previously rejected earlier versions for constitutional inconsistencies. Strategic mineral classifications will require one million dollar minimum investments and mandatory government partnerships.

Environmental safeguards criminalize unauthorized indigenous tree removal with substantial penalties and potential license cancellations for repeat violations. Provincial mining directors gain authority to mediate surface rights conflicts while ensuring community consent for new projects. Industry analysts praise the bill for aligning Zimbabwe with international mining standards and attracting responsible investment capital to develop the sector sustainably.
