Zimbabwe mulls 40 percent duty on toothpaste as CTC probes import surge

Zimbabwe's Competition and Tariff Commission proposes a 40 percent import duty on toothpaste to shield domestic manufacturers from unfair competition. Merken Investments Private Limited filed the complaint that prompted this protective measure. The commission plans to reduce the duty gradually over four years, dropping from 40 percent to 34 percent by the final implementation year.

Toothpaste imports surged 124 percent between 2021 and 2023, rising from 1.2 million kilograms to 2.7 million kilograms. Local producers suffered severe damage during this period, with market share falling from 2.04 percent to 0.98 percent. Capacity utilization averaged just 3.39 percent while foreign competitors undercut domestic prices by 30 to 40 percent.

The commission simultaneously examines door imports after Manica Boards Private Limited raised concerns. Preliminary findings suggest import increases have harmed Zimbabwe's door manufacturing sector. The investigation covers interior doors used in residential, commercial, and public buildings.
