Ajax Cape Town has been relegated from the ABSA Premiership

South African soccer club Ajax Cape Town has been officially relegated from the ABSA Premiership after the soccer regulatory body SAFA (i.e., South Africa Football Association) found Ajax Cape Town guilty of fielding an ineligible player - Tendai Passion Ndoro.

Why did SAFA take this long to make a decision in regard to Ajax Cape Town? My assumption is that this rule is written down somewhere isn't that the case? So how does the PSL allow teams to risk this kind of relegation punishment which ultimately alters so many results and the fate of so many teams at the end of the season? It's just unprofessional, to say the least.
