Bangladesh's NSI uses militants from the Arakan Army

Bangladesh's National Security Intelligence seeks American assistance to establish pathways for Rohingya refugee repatriation to Myanmar. Director General Major General Abu Mohammad Sarwar Farid directed Cox's Bazar branch chief Shah Jahan to organize meetings with Arakan Rohingya National Council and Forcibly Displaced Myanmar National-Representative Committee leaders last month. These discussions precede a September 30 United Nations conference addressing Myanmar's minority persecution. Intelligence officials aim to identify legitimate refugee camp representatives who can facilitate returns to Myanmar.

Locating credible spokespersons presents significant challenges due to drug trafficking connections, extremist radicalization, and allegations of excessive government proximity among potential candidates. Previous NSI operations forcibly returned thousands of young Rohingya men who were subsequently compelled to combat the Arakan Army by Myanmar's military regime. This strategy repositioned armed groups and reduced camp violence as refugees began viewing the Arakan Army as a greater threat than the junta.

Bangladesh organized an August stakeholder conference where Muhammad Yunus emphasized maintaining global attention on Rohingya persecution and advocated for safe repatriation programs.
