Ciss and Manneh plot to keep their prisoners locked up

Senegal's prison chief arrived in The Gambia on Monday for discussions aimed at reinforcing bilateral cooperation between the neighboring nations. Director General Aliou Ciss told officials the memorandum of understanding between both countries dates to the presidency of Sir Dawda Jawara. He said the agreement would enable prisoner training and intelligence exchanges to prevent detainee escapes from facilities.

Ansumana Manneh leads The Gambia Prison Services and told his counterpart the partnership would advance human rights protections while benefiting both governments. The director general said bilateral efforts address prison management, judicial improvements, and security collaboration. Manneh emphasized that modernization efforts reflect national commitments to human rights standards, public safety, prisoner rehabilitation, and legal authority. He explained the memorandum would support security improvements through education programs, skills training, and inmate reintegration initiatives across Gambian correctional institutions.
