Zimbabwe's Civil Registry Department issued 440,000 documents from 456,000 applications submitted in 2025, representing a 97 percent completion rate despite budget constraints, according to Home Affairs and Cultural Heritage Minister Kazembe Kazembe. The processed materials included birth certificates, death certificates and identification cards.
Speaking at a pre-budget seminar in Bulawayo on Friday, Kazembe credited mobile registration programs for the achievement, noting that 23 outreach campaigns delivered services to underserved areas this year. The ministry opened a new provincial registry office in Manicaland and established additional sub-offices.
Construction of modern registry facilities will continue in Masvingo and Mashonaland Central provinces as part of the government's decentralization strategy. Kazembe explained that Manicaland received priority because its previous wooden structures could not accommodate the electronic equipment needed for e-passport production.
