CTA seeks review of public contracts process

Business leaders want the government to change the rules about buying things. The group called CTA asked officials to look at Decree 79/2022 right away. They believe the current system makes buying goods and services harder than needed. Their idea focuses on making everything clear, easy, and less paper-heavy for companies that sell to the government.

CTA suggested everyone use one website for all government deals—the Single Portal. They also asked for regular checks with feedback from businesses to fix any problems. The head of CTA, Agostinho Vuma, talked about these ideas when the new GEPRES system started working in Maputo last Wednesday.

Vuma pointed out several big problems that might hurt the new system. Many government workers resist trying new ways because they lack computer skills. Some may fear losing secret money from bribes. Small companies struggle to find work because nobody shows them where to look. The government often fails to share information about new projects.

The CTA leader added that different parts of government ask for different papers, which creates extra work for sellers who must fill out many forms. He said offices like UGEA, DAF, and the Administrative Court need to agree on what papers they want. The current mixed-up rules waste time and money for everyone involved.

The system also needs better computers and the internet to keep working well. Vuma warned that without more money for good equipment, the website might crash or work poorly, which could make people give up on using it. CTA wants the government to fix these issues quickly to help businesses sell their goods and services more easily.
