Deputies Plot to Oust County Bosses

County governors often clash with their deputies shortly after elections. Many deputy governors receive pay but lack clear duties because only seven governors assign them real work. Most conflicts stem from power struggles—governors fear losing authority, and deputies want more influence. Deputies become top candidates for governor jobs next election. Governors pick deputies mainly to win votes, not as trusted partners.

The law names deputies as principal assistants but fails to spell out their daily tasks. Parliament wants to fix this through a new bill giving deputies specific jobs. Governors reject this plan because it limits their freedom to run counties as they see fit. The bill creates problems when deputy duties overlap with the governor's roles or the finance department's. Making deputies head certain areas might create unfair treatment between departments.

Some better options exist for this problem. Parliament could give deputies a few clear duties, like speaking to county assemblies. They might clarify when deputies can act as governor during absences. Governors could report yearly about how they use deputies. Another idea would stop deputies from running for governor right after serving, though this limits political rights.
