Dominic Ayine leads the country's legal team and accuses Gifty Oware-Mensah of taking money meant for service workers. She worked as deputy head at the National Service Scheme when the crime happened. Police say she created a fake company and used it to trick banks. The stolen amount reaches 30.6 million cedis.
Oware-Mensah made up a business called Blocks of Life Consult without telling anyone. She stole other people's personal information to register the company. Her husband Peter Mensah helped her as a lawyer and company director. They told Agricultural Development Bank the fake company would sell household items to service workers. The bank believed their story and approved the loan at 23 percent interest.
The scheme used fake names of 9,934 people across two years of service programs. Investigators found the company never appeared on the official vendor list. After getting the money, she moved it through four different companies to hide where it came from. AMEACOM, Scaffold, OTCHEY, and Aristo Logistics received transfers totaling almost 23 million cedis. Officials plan to charge everyone involved and recover the stolen funds.
