Ggoobi warns of theft while giving Ugandan officials a massive raise

Government officials manipulate national budget processes to misappropriate public funds, according to Finance Ministry warnings. Permanent Secretary Ramadhan Ggoobi addressed accounting officers about deliberate inflation of funding requests during budget execution meetings. Officials employ tactics like requesting excessive funds beyond actual needs and claiming catastrophic outcomes from reduced allocations.

Budget analysts will increase scrutiny of submissions to eliminate these practices. Payroll audits revealed widespread irregularities such as unauthorized hiring, ghost workers, and improper payment systems. The decentralized payroll system places full responsibility on accounting officers for salary and pension management through specialized platforms.

Local government representatives expressed concerns about poor coordination and insufficient wage allocations for staff recruitment. The government responded by raising salaries for administrative officers from 1.8 million to 12.75 million shillings monthly. Cabinet Secretary Lucy Nakyobe emphasized zero tolerance for domestic debt and urged officers to maintain strict spending limits while accelerating project delivery.
