Ggoobi's budget, billions for spies, scraps for cancer patients

Uganda's treasury has disbursed 17.1 trillion shillings to fund government operations during the opening quarter of fiscal year 2025/2026. Permanent Secretary Ramadhan Ggoobi from the Finance Ministry detailed how the massive expenditure targets security enhancement, infrastructure expansion, and workforce development. The allocation encompasses 2.2 trillion shillings for employee wages, 4.4 trillion for operational expenses, and 692 billion for development initiatives. External financing contributes 2.7 trillion shillings while debt management and treasury functions consume 6.9 trillion shillings. Local revenue streams provide an additional 82 billion shillings to the comprehensive budget framework.

Defense and security agencies received substantial funding priority with the Ministry of Defense securing 719.12 billion shillings. Police forces obtained 130.73 billion shillings while State House operations received 108.38 billion shillings for administrative functions. Intelligence organizations captured significant resources with Internal Security receiving 39.2 billion and External Security gaining 86.9 billion shillings. The Office of the President was allocated 111.4 billion shillings for executive branch activities. Prison services secured 87.15 billion shillings to maintain correctional facilities across the nation.

Infrastructure development commands major investment through the Works and Transport Ministry's 1.076 trillion shilling allocation. Energy sector initiatives received 420.76 billion shillings while agricultural transformation programs under the ATMS strategy gained 215.28 billion shillings. Healthcare services secured 262.88 billion shillings for medical infrastructure and service delivery improvements. Education programs obtained 143.75 billion shillings to advance learning initiatives and institutional capacity building.
