GIS Expert Admits to Gaps in BCC Training Project

Dr. Malanding Jaiteh told the Local Government Commission he trained Banjul City Council staff for four days in 2021 without proper paperwork. He never got a signed contract after sending his offer letter. He couldn't even name the eight people who attended his tree mapping training sessions. The expert admitted he kept no attendance records when Lead Counsel Patrick Gomez questioned him. He kept his PowerPoint slides but didn't write up any formal report for the council after finishing the work.

The geospatial expert collected 449,000 dalasi for his services, about 90 percent of what they had agreed upon. When asked if the mapping system still works today, Dr. Jaiteh simply said he doesn't know. The software license ran out in December 2021, just after the training ended. He explained that his job only covered teaching staff plus setting up the system, not making sure it kept running long-term. The Commission seemed concerned about the lack of proper documentation throughout the project. The training combined classroom learning with outdoor fieldwork focused on environmental management tasks for city workers.
