Government officials will implement comprehensive measures against land corruption and unauthorized settlements across Zimbabwe's expanding urban areas. The Ministry of Local Government and Public Works developed the Urban State Land Management Policy after widespread concerns about land barons and inadequate regulation emerged. This framework responds directly to Justice Uchena Commission findings that exposed serious flaws in current land administration systems.
The new policy establishes six core areas for reform. These areas cover governance improvements, technology integration, better procedures, stronger regulations, infrastructure development, and enhanced planning compliance. Officials plan to create specialized land management offices at regional levels with dedicated task forces coordinating implementation efforts.

Housing officer Edgar Dzehonye recently testified that councillors enable land barons through corrupt partnerships.
