Govt Empowers Locals for Real Change

The Zimbabwe government wants to strengthen local communities. Dr. Martin Rushwaya, who leads the president's office as chief secretary, discussed this at a meeting yesterday in Harare. Many important officials attended this yearly meeting about working with the UN from 2022 through 2026. Deputy Chief Secretary Paul Damasane read Dr. Rushwaya's speech because he couldn't attend.

The government plans to give people skills and resources at local levels. They want citizens to become active players in the economy, not just receive help. Dr. Rushwaya said the UN team in Zimbabwe agrees with this plan. Everyone works together on four main areas: human development, protecting nature, growing the economy fairly, and making government better for all people.

Zimbabwe has started spreading power to local areas through what they call devolution. This lets each province use what makes them special. Both the national development plan and the UN partnership use this approach. Dr. Rushwaya asked everyone to care more about results than just counting activities. He said success means real improvements in Zimbabwean lives.

Many partners attended, including UN Coordinator Edward Kallon and World Bank Manager Eneida Fernandes. Dr. Rushwaya mentioned they should measure how much their work actually helps people before the current partnership ends in 2026. As Zimbabwe creates its next development plan, NDS2, they want all groups, including the UN team, to help shape and carry out this blueprint.
