Gulf nations have enough oil money to pay for expensive technology infrastructure. American officials must decide if national security concerns outweigh potential profits.

The US might require Gulf states to avoid all Chinese technology and workers. Countries would need to cut ties with Chinese artificial intelligence experts. Negotiations remain stuck because Middle Eastern partners resist American conditions. Officials have not set any deadline for reaching final agreements.
