Harare bans partitioned shops, citing fire risk, licence abuse

Harare City Council proposes eliminating unauthorized retail compartments and false shopping centers from the Central Business District through its Master Plan spanning 2025 to 2045. Mayor Jacob Mafume criticized property owners who partition shops and label them as malls to circumvent individual business licensing requirements. Fire Chief Lovemore Mafukidze warned that subdivided spaces create dangerous conditions with flammable materials stored in poorly ventilated areas lacking proper emergency exits. The city identified illegal wooden mezzanines that reduce ceiling heights below safety standards while creating fire hazards during power restoration periods.

Officials will implement size-based licensing systems to replace uniform fee structures that previously allowed revenue evasion through mall designations. The Master Plan prohibits shop space compartmentalization and encourages building redevelopment with modern safety features and proper zoning compliance. Property owners must upgrade building facades and remove unauthorized structures under the new regulations. Public consultation continues until October 3, with feedback accepted until October 16 through municipal offices and the official city website.
