Harare cracks down, bills coming for deadbeats

The City of Harare is done playing around with people who do not pay their bills. Starting next year, they are kicking off a major crackdown across every district to collect unpaid rates. Council spokesperson Stanley Gama put out a statement saying a bunch of residents have not paid a cent in over three years, which is crippling their ability to provide services. The city plans to take these folks to court right away, serving them with a legal summons to force payment.

Gama specifically called out churches and schools as institutions sitting on huge unpaid debts. He noted that many churches are not paying the required public assembly fees and have not even approved their building plans, making their operations technically illegal. The same strict rules apply to hotels, bars, and clubs, which must follow noise regulations and pay their fees or risk getting shut down. The city is pleading with anyone who owes money to come settle their accounts before this enforcement wave hits.

Harare has faced constant complaints about bad water supply, piled-up garbage, and broken roads for years. The council blames these problems on a severe lack of cash, caused by people not paying, high costs, and old infrastructure. This new aggressive collection push is their attempt to finally get enough revenue to fix things. Gama stated there would be no flexibility in delivering services next year, as they have a duty to provide for residents.
