Harare Hires Maize Cops to Nab Street Roasters

Harare officials have created a new police division focused on addressing street trading, trash problems, and the cooking of green corn within downtown areas. Mayor Jacob Mafume discussed the initiative during a Thursday gathering at Town House, stating the administration remains dedicated to improving conditions throughout the city. The specialized enforcement team plans to implement existing regulations against public littering and certain food preparation activities that occur on the main streets. Mafume noted that many international cities prohibit cooking corn in central business locations.

The administration has begun efforts to establish appropriate locations for street merchants as part of this urban management strategy. Mafume explained that certain roadways should remain free from vendors, but additional spaces can be designated for commercial activities through discussions with both sellers and community members. This approach aims to develop more structured and organized policies regarding informal business operations. The plan attempts to balance enforcement with accommodation for those needing to earn income.

The Combined Harare Residents Association has expressed concerns about the municipal approach. Director Ruben Akili suggested the current problems stem from authorities failing to develop sufficient alternative trading locations. He believes the administration has placed greater emphasis on regulatory enforcement than on creating functional marketplaces for displaced vendors. Akili recommended redirecting municipal funds toward constructing designated commercial spaces rather than expanding enforcement capabilities against street sellers.

Although exact numbers remain unavailable, estimates indicate numerous informal merchants operate throughout Harare. This situation largely results from business closures and reduced formal employment opportunities within the regional economy. Many citizens have turned to street vending as their primary income source despite regulatory challenges. The ongoing tension between enforcement needs and economic realities continues to present significant governance challenges for municipal authorities addressing urban commercial activities.
