Insiza council bans unapproved boreholes to protect water supply

Insiza Rural District Council has prohibited unauthorized borehole construction within its territory through new statutory regulations aimed at managing groundwater and safeguarding community health. Residents must obtain written approval from local authorities before drilling, submitting applications at least two weeks in advance, along with fees and detailed site plans showing distances from sanitation infrastructure.

The regulations mandate that domestic water sources be located at least 30 meters from latrines and septic systems, though gardening boreholes may sit 10 meters away. Technical specifications require an impervious lining extending nine meters deep to prevent contamination, while health officers gain authority to demand water testing from private wells. The council explicitly forbids connecting private groundwater systems to municipal supply lines and may compel existing borehole owners to register their installations with authorities.
