JSC eyes digital leap with new five-year plan and court upgrades

Zimbabwe's court system just laid out a big new plan to finally get its act together. Chief Justice Luke Malaba introduced a fresh five-year strategy for the Judicial Service Commission, focusing on better service delivery and digital upgrades. He called the plan a contract with the nation, developed through wide consultations with judges, staff, and other stakeholders.

Key goals include improving adjudication quality, expanding justice access, and accelerating a full digital transformation. The strategy also aims to strengthen customary courts and safeguard judicial officer welfare. Performance management and technology are highlighted as cross-cutting tools to boost accountability and efficiency across all operations.

Infrastructure projects feature heavily in the modernization push. A new magistrates' court in Mutawatawa is already operational, designed for the Integrated Electronic Case Management System. Construction advanced on complexes in Kwekwe, Mabvuku-Tafara, and Gwanda, though the Cowdray Park project faced contractor issues. The Kwekwe complex will host a new High Court seat to ease pressure on Bulawayo.

Digital rollout hit major milestones, integrating magistrates' courts in Mashonaland Central, Matabeleland North, Masvingo, and Matabeleland South onto the electronic platform. This shift enables e-filing, virtual hearings, and easier case tracking. Training programs accompanied the implementation. Next, courts in Mashonaland East and Manicaland will join the system, moving toward nationwide coverage.
