Kenya Revenue Authority officials discovered smugglers removing original packaging from imported goods to pass them off as secondhand merchandise and evade taxes. The tactic surfaced on Monday after authorities arrested a businessman at Merti Law Courts in Isiolo with eight mobile phones hidden in luggage aboard a public bus. Investigators said the devices came from Ethiopia through the Moyale border without packaging to appear used. The authority charged the man under the East African Community Customs Act for possessing uncustomed goods.
