Ministers raid Kachere Prison, pardon talk heats up

Top officials just stormed a women's prison looking for people to pardon. A high-level delegation, including Gender Minister Mary Navicha, Justice Minister Charles Mhango, Deputy Homeland Security Minister Norman Chisale, and Prisons Commissioner General Wandika Phiri, visited Kachere Women's Prison to assess inmate welfare and identify candidates for presidential pardon. The officials noted severe overcrowding, with the facility holding 162 inmates against a capacity of just 80. Navicha stated her ministry cared for the welfare of all citizens, including those incarcerated, while Chisale said the visit aimed to understand challenges specific to female inmates.

Justice Minister Mhango and the Attorney General, Frank Mbeta, committed to reviewing prisoner files for potential pardons, a move the prison commissioner hoped would relieve the critical congestion. Prison authorities, represented by Senior Superintendent Timverane, welcomed the rare visit as a chance to explain operational hurdles directly to policymakers. The unusual gathering of multiple cabinet members at a single correctional facility signaled a coordinated, if unexpected, focus on clemency and prison conditions during the holiday period, highlighting systemic issues like overcrowding that extend beyond one location.
