Mnangagwa to sell Harare water as lawyers cry foul

Zimbabwe's government announced plans to privatize Harare's water supply through public-private partnerships, but the initiative sparked immediate legal challenges and public criticism. Local Government Minister Daniel Garwe revealed on Wednesday that President Emmerson Mnangagwa would launch the project next month to improve urban service delivery efficiency.

Opposition lawyer Fadzayi Mahere questioned the plan's constitutionality on Thursday, and she cited provisions in the Water Act and Urban Councils Act. Attorney Obey Shava argued that the privatization violates Section 77 constitutional guarantees for safe water access, and he called the proposal retrogressive under national and international legal obligations.

Some defenders argued that state monopolies failed to deliver reliable services, and they said constitutional provisions require water access rather than direct government provision. Critics warned of corruption risks and compared the initiative to Russian oligarchic privatization following the Soviet collapse.

Analyst Curtley Matavire predicted on Thursday that private operators would reduce costs through layoffs and wage cuts while raising prices, but he acknowledged hybrid partnerships might offer marginal improvements over existing systems.
