President Emmerson Mnangagwa will launch the privatization of Harare's water supply next month under a public-private partnership model, according to Local Government Minister Daniel Garwe. The minister announced on Wednesday that private entities will manage the capital's water infrastructure, supply systems, billing, and wastewater operations after years of municipal mismanagement. The government also signed a memorandum of understanding with private companies for waste management services.
Garwe presented the Construction Contractors Bill 2025 at a stakeholder workshop, describing legislation that has been under discussion since 1980 as ready for enactment. The measure will regulate contractors, manufacturers, and suppliers while establishing minimum standards and promoting workforce training. International Labour Organisation Director Philile Masuku stated that comprehensive legal frameworks prevent fragmented oversight and protect the quality of infrastructure. The bill incorporates provisions for wages, social security, and occupational safety standards.
