A Mombasa High Court judge has blocked the Agriculture and Food Authority from reassigning a large rice import permit to unauthorized parties. Justice Jairus Ngaah ordered the authority to halt the distribution of the 250,000 metric ton quota outside the official bidding system managed by the Kenya National Trading Corporation. Two petitioners, Ibrahim Muhumed Mohamed and Abdiaziz Moge Noor, challenged the authority's actions in court. The judge reversed the authority's September 10 decision, which had canceled the trading corporation's original assignment.
The court also halted the trading corporation's September 17 notice that withdrew tender awards granted on September 9. Petitioners argued the authority violated legal procedures when it attempted to redistribute the import allocation without following proper channels. They requested emergency court protection on September 22 to prevent further interference with the legitimate procurement process. The temporary restrictions remain in effect until the court holds a full hearing on October 23 for further guidance.
