Moskov linked Black Sea flooding deaths to state dysfunction, arguing right-wing governments maintain disaster preparedness while left-wing states waste funds on promises and social spending. The Citizens for European Development of Bulgaria leader rejected President Rumen Radev as an alternative, calling him a consolidator of fragmented left-wing and pro-Russian forces. Moskov proposed healthcare reforms, noting the Health Insurance Fund budget tripled to over 9 billion leva in 10 years without improving citizen care.
