MP Dawood whines president binned his cancer bill

Imenti North Member of Parliament Rahim Dawood challenged the effectiveness of legislative procedures during Thursday's National Assembly session. Dawood expressed frustration over presidential powers that allow rejection or modification of bills after lengthy parliamentary processes. His concerns arose while discussing presidential reservations regarding the Cancer Prevention and Control Amendment Bill.

The parliamentarian noted his legislation required two years to reach committee stage before facing significant changes due to executive objections. Dagoreti South MP John Kiarie countered that recent Universal Health Coverage laws had superseded the bill's provisions. Senior Counsel Otiende Amollo acknowledged Dawood's concerns while reminding members they possess authority to override presidential reservations through two-thirds majority votes. Amollo criticized past presidential amendments to legislation beyond constitutional observation powers.
