Museveni rebukes Kivumbi over brown envelope claims, defends presidential rewards

The President defended his practice as official state recognition under the traditional Kurongoora system. Museveni explained that these rewards honor deserving citizens like musicians, dancers, and farmers rather than influence elections. He compared the practice to academic bursaries and athletic medals given for performance.

Kivumbi made televised comments suggesting voters copy presidential bribery methods during recent party primaries. Museveni emphasized the distinction between state-sanctioned appreciation and illegal electoral inducements. The President cited his recent gift of five million shillings to Patongo cultural performers as legitimate recognition. He stressed that Kivumbi lacks presidential authority and budget for such gestures.

The response emerged amid arrests of 333 individuals for electoral malpractice during July party primaries. Museveni maintained that legitimate political rewards differ from vote-buying practices condemned by his administration.
