Museveni touts NRM as critics slam poverty, broken promises

Uganda's president has pledged expanded anti-poverty programs and infrastructure improvements while campaigning for reelection in Ngora District, where he urged continued backing for his National Resistance Movement party. Yoweri Museveni addressed supporters on Tuesday, November 4, 2025, promising an additional 15 million shillings for each parish under the Parish Development Model if voters support his 2026 bid. The longtime leader highlighted peace restoration during 1980s insurgencies when he commanded forces near Nyero Rocks against rebel movements. He said his government would establish new funds targeting fishermen, clergy, cultural organizations and unemployed university graduates.

Museveni cited progress across multiple sectors since taking power in 1986. Road construction has reached neighboring areas while electricity connections serve nearly all subdivisions within the district. Water access reaches 90 percent of villages, and pending projects will supply the remaining communities through Lake Kyoga pumping stations. Education facilities continue expanding with seed schools under construction, though the president criticized persistent fee collection at government institutions despite official policies providing free instruction. Health center upgrades are underway across five subdivisions currently lacking public medical facilities.
