Mwinyi outlines Zanzibar's goals at the House opening

Zanzibar President Hussein Ali Mwinyi opened the 11th House of Representatives session on November 10, 2025, presenting his administration's strategic blueprint through 2030 centered on renewable energy development, marine resources, travel industry expansion, and agricultural modernization. Speaking at the Chukwani legislative chamber in Zanzibar Urban West, Mwinyi detailed plans to build fishing infrastructure, including docks and markets in Fumba on Unguja Island and Pemba, alongside contracts already signed for two high-speed passenger vessels connecting Unguja, Pemba, Tanga, and Dar es Salaam.

The administration targets raising annual international visitor arrivals from 800,000 to 1.5 million while boosting daily tourist expenditure from $418 to $506. Mwinyi announced investments in solar, wind, and waste-to-energy facilities to diversify electricity generation and reduce single-source dependency. The government aims to maintain annual inflation under 5 percent, achieve 10 percent economic expansion, generate 350,000 employment opportunities, and elevate per capita income to $1,880 yearly through agricultural technology integration and enhanced irrigation systems.
