Ncube hails Brian Mast bill to repeal Zdera, IMF, Harare

Zimbabwe's Finance Minister Professor Mthuli Ncube expressed support for proposed United States legislation that would eliminate the Zimbabwe Democracy and Economic Recovery Act. Congressman Brian Mast introduced the Department of State Policy Provisions Act, which contains provisions to remove the 2001 sanctions law. The legislation represents a significant shift in American policy toward the African nation after more than two decades of financial isolation.

The sanctions have prevented Zimbabwe from accessing International Monetary Fund and World Bank assistance since 2001. American representatives must vote against Zimbabwean projects regardless of merit due to legal obligations under the current framework. Ncube described how this restriction affects the country's ability to secure development financing and restructure existing debt obligations.

Future American support depends on Zimbabwe fulfilling a 3.5 billion dollar compensation agreement with former commercial farmers. The minister believes removing these restrictions would enable easier access to international credit markets and concessional financing opportunities for economic development projects.
