Okongo council is buried in a BTP loan scandal

Okongo Village Council faces N$1.1 million in outstanding debt from 15 residents who received loans through the Build Together Project, according to auditor general Junias Kandjeke's report for the year ending June 30, 2024. Loan agreements signed on August 24, 2023, required repayment to start on March 1, 2024, across 20 years, yet no payments have been received.

The council failed to disclose N$58,290 in interest income and N$1.1 million in ministry funds within financial statements, understating total revenue. Procurement violations totaled N$46,615 as officials purchased goods without proper documentation or contracts required under the Public Procurement Act of 2015.

The council paid N$244,908 to a supplier after their contract expired without securing an extension agreement. Staff members worked beyond five consecutive hours without meal breaks, violating labor law and producing N$1,616.24 in excess overtime payments.

Employees ineligible for vehicle allowances claimed transportation costs for official travel without providing receipts or supporting records. Auditors were unable to verify the accuracy of these reimbursements due to missing documentation.
