Russia and Ukraine head to Istanbul for third talks as ceasefire hopes fade

Moscow sent negotiators to Istanbul for the third diplomatic meeting with Ukrainian representatives. Vladimir Medinsky leads Russia's team while Rustem Umerov heads Ukraine's delegation. The two previous sessions in May and June achieved prisoner swaps but failed to establish peace agreements.

President Zelensky emphasized the need for accelerated talks to secure a ceasefire. Kremlin spokesperson Dmitry Peskov tempered expectations by stating that breakthrough results remain unlikely. Russian officials plan to advance their established objectives from the conflict's beginning.

Fundamental disagreements separate both nations regarding resolution terms. Russia seeks Ukrainian neutrality and territorial recognition of Crimea plus four additional regions. Ukraine rejects neutrality demands and maintains its right to pursue European Union and NATO membership.

Ukrainian leadership announced plans to boost weapons manufacturing to supply half of military requirements within six months. The country has also created long-range drone capabilities for strikes against Russian targets.
