The fund operates as a standalone Special Purpose Vehicle with permanent capital structure. Ministers want to channel investments into infrastructure, renewable energy and agricultural business sectors.

African youth face major employment challenges as 360 million young people compete for 150 million available jobs. The fund could support training programs and small business development to help solve this crisis. Member states must confirm their financial commitments to meet capital requirements for successful launch.
