Saifuddin readies Sosma reforms for Malaysian Parliament

Home Minister Datuk Seri Saifuddin Nasution Ismail announced that Malaysia is nearing completion of its review of the Security Offences Special Measures Act 2012. Parliamentary amendments will arrive shortly after the government completes its policy memorandum preparation. The ministry examines all 73 offences within the legislation to verify compliance with constitutional provisions and international human rights commitments. Stakeholder discussions continue with police forces, legal chambers, rights commissioners, courts, advocacy groups, academics, and legal specialists.

Section 13 receives particular attention as officials reassess bail categorizations across bailable, non-bailable, and unbailable offences. Cabinet approval precedes any parliamentary presentation of the proposed changes. The Najib government originally enacted Sosma as replacement legislation after dismantling the Internal Security Act, which permitted indefinite detention without legal proceedings. Bagan representative Lim Guan Eng requested progress updates on the comprehensive review process through a written parliamentary inquiry.
