UCCs 3 year push for special needs digital access

The Uganda Communications Commission finished a three-year project helping people with special needs access digital technology. The program identified more than 40,000 individuals with disabilities to guide future policies. UCC Executive Director Nyombi Thembo announced that over 10,000 people learned digital skills through the initiative. The project also created 35 websites for district unions across Uganda to improve regional communication. A new digital platform with a simple code (25565#) allows even basic phone users to connect with services.

The program addresses serious barriers faced by disabled Ugandians, who make up about 12.4 percent of the population. Many cannot easily use education services, find jobs, or access communication tools. The commission provided special technology to schools for inclusive learning and developed strategies specifically for innovation among people with special needs. Thembo said the project supports national goals for digital inclusion written in government plans through 2040.

The workshop brought together UCC officials, media representatives, and disability rights advocates. Thembo praised the project partners but said more work remains ahead. He asked all sectors to make digital policies more inclusive for everyone in Uganda.
