US diplomat exposes Russia, North Korea arms deals in fiery New York briefing

The State Department announced that Seth Bailey briefed United Nations member nations Thursday about a new sanctions monitoring report. Bailey serves as director for Korean and Mongolian affairs and presented findings from the Multilateral Sanctions Monitoring Team. The MSMT formed last October after Russia blocked renewal of a previous UN expert panel through a Security Council veto. Eleven nations participate in this monitoring group, which tracks North Korean sanctions violations and evasions. The team published its first comprehensive report during May.

Bailey presented evidence showing North Korea transferred weapons and materials to Russia while receiving military technology in return. Russian forces also trained North Korean troops on Russian territory, violating international sanctions. The monitoring team documented Russia's provision of air defense systems and electronic warfare equipment to Pyongyang since late 2023. These exchanges occurred as diplomatic ties between Moscow and Pyongyang have strengthened significantly. Foreign Minister Sergei Lavrov recently visited North Korea, and additional military personnel deployments continue.
