US extension eases Bulgaria Lukoil strain

A United States sanctions exemption provides Bulgaria with significant time to ensure stability for its Lukoil Neftochim refinery operations, according to Professor Assen Assenov of the American University in Washington. He stated that the American license granted to Bulgaria is the longest among those issued, allowing the country to secure fuel supply, maintain employment, and guarantee budgetary revenues from excise and value-added taxes.

Professor Assenov characterized Lukoil as a complex multinational entity with substantial American investment, suggesting it should not be viewed simply as an extension of the Russian government. He cautioned that any potential sale of the refinery would be a complicated process, advising Bulgarian authorities to seek a strategic investor and learn from past, difficult privatizations of major national assets.

The U.S. Treasury Department authorized transactions with four Bulgarian Lukoil subsidiaries, including the Burgas refinery, until a specified date the following April. This general license aims to mitigate risks to Bulgaria's energy security, which depends on fuel reserves lasting approximately 90 days. The authorization explicitly prohibits these Bulgarian entities from interacting with other sanctioned Lukoil structures globally.
