WTO fisheries deal kicks in as illegal fishing bans and subsidy rules hit

The World Trade Organization activates its fisheries subsidies agreement on Monday after two decades of complex negotiations. This environmental accord represents the first such agreement within the WTO framework. More than 100 member nations ratified the deal, with major economies like the United States, European Union, and China participating in the consensus reached during June 2022.

Governments must evaluate the legality and sustainability of fishing activities before providing financial support under the new binding regulations. The agreement prohibits subsidies for illegal fishing operations and vessels targeting overexploited fish populations. Countries may still provide financial assistance when programs aim to restore fish stocks to sustainable levels.

Developing nations receive special protections through a two-year exemption period within their territorial waters. The agreement establishes notification requirements and dispute resolution procedures for member countries. Should negotiations fail to produce a comprehensive overcapacity agreement within four years, this initial accord faces automatic termination.
