YHRDN confronts Malawi's ACB on stalled Laher, Kubwimana case

The Young Human Rights Defenders Network GU has called for transparency regarding an eight-year corruption investigation involving businessman Hendrix Laher and Rwandan citizen Esili Kubwimana. Court records show Laher faces charges of assisting public officials under the Corrupt Practices Act, while Kubwimana stands accused of providing false documentation for residency permits and citizenship applications. The Anti-Corruption Bureau began investigating after receiving complaints in September 2015 about improper citizenship grants from May 2014. Officials confirmed their findings revealed that unqualified individuals received Malawian citizenship through fraudulent means.

The organization expressed frustration about stalled legal proceedings despite arrests occurring in March 2017. YHRDN Chairman Mervin Nxumayo questioned why the case remains dormant when the Chief Justice mandated 90-day completion periods for pending matters. The advocacy group sent formal correspondence to bureau leadership demanding status updates on July 31. Anti-Corruption Bureau representatives requested additional time before providing case information to media outlets.
