The government acquired land that became state property under sections 289, 293, and 295 of the Constitution. Old deeds from former white landowners became invalid after the 2013 Constitution took effect. These new titles show that the President sells state land to specific farmers for specific properties. Masuka urged farmers to apply for these documents to secure their farms.

Five banks already work at the Lands Department, ready to offer mortgages for land purchases. These banks also provide money for farm operations to boost production. More than 13,000 farms qualify for title deeds after recent surveys.
About 2,500 farmers received their documents through March. The government hopes more banks will join this program soon.
